Mr. Buitrago has +16 years of experience in a broad range of international corporate finance roles working for publicly listed companies. Mr. Buitrago previously was the Senior Finance Manager for Gran Tierra Energy Colombia, responsible of all finance functions and supporting new business opportunities and post M&A integration. Previously he was the CFO of PetroTiger from 2010 to 2014, period in which he oversaw group integration, structured debt facility and implemented financial reporting and internal controls. From 2008 to 2010 he was Head of Finance for MPX and OGX entities working in Colombia and Brazil, in charge of setting up such entities in country. He held numerous positions overseeing financial, accounting, planning and treasury functions in Occidental Petroleum Company (OXY) in Colombia from 2003 to 2008 and prior to that in the United Kingdom and Europe working for British Petroleum from 1999 to 2001.  Mr. Buitrago is a Bachelor in Business Administration, with a major in International Business from Schiller International University and holds a Master of International Accounting from University Javeriana in Colombia as well as further post graduate studies from the London School of Economics, the University of Chicago Booth School of Business, Kellog  School of Management at Northwestern University and Thunderbird University. Mr. Buitrago is fluent in four languages (Spanish, English, French and Portuguese).

Since 1996, Will (a third generation oil man from the Permian Basin) has been actively involved in the Mexican energy sector when, as a young lawyer, he was commissioned to draft and negotiate a Bilateral Model Draft Treaty between the United States and Mexico focused on how the two countries would equitably share the  hydrocarbon resources situated along their common maritime boundary in the Gulf of Mexico; this work was ultimately used for the ratified treaty in 2012.  In 2008, Will began working on US-Mexico bilateral projects, i.e.CIEPs with U.S. service companies and Mexican energy industry leaders. Prior to that, he served as General Director of Trigg Oil and Gas, which managed, developed and operated oil & gas properties throughout New Mexico, Wyoming and Montana.  Will also served as the Exec. Dir. of The Independent Petroleum Association of New Mexico; responsible for drafting, negotiating and passing numerous Federal and State Laws benefiting the US Petroleum Industry.  Currently, he is the President/CEO of Mexico Petroleum Company, an international oil company focused on acquiring assets for the exploration, production and sale of oil and gas in Mexico. He holds a B.A. in Petroleum Management with emphasis in Petroleum Geology from the University of Oklahoma; and a JD from the University of New Mexico, emphasis in Natural Resources Law with an international emphasis received from Queens College, Oxford University.

Mr. Ulises Neri Flores majored in Petroleum Engineering at the Faculty of Engineering of the UNAM, has a master’s degree from the French Petroleum Institute and an MBA from the business school of the University of Nantes in France.

His professional experience began in the Schlumberger company carrying out several projects in Mexico, Argentina, Venezuela, Colombia and France.

In the National Hydrocarbons Commission, he served as deputy general manager of reserves, measurement general director and currently holds the position of Head of the Hydrocarbons Extraction Unit.

He also teaches at undergraduate and postgraduate level at the Faculty of Engineering of the UNAM and he is a member of the Society of Petroleum Engineers and the College of Petroleum Engineers of Mexico.

Keith Jesudasan is an experienced professional in the upstream oil and gas industry and has key expertise is HR Strategies and specifically in Training and Competency Management. Within Schlumberger, he has held several key roles such as HR Director, Training Manager and VP for Training and Development. He has led and managed diverse teams from field operations to petrotechnical professionals across the globe which lends him a strong appreciation of diverse business environments and cultures. His varied exposure has given him specialized knowledge in establishing strong practices in competency management that create operational teams to drive business growth and deliver results. He is passionate about people development as it forms the foundation of a successful organization.

Keith is the VP and Managing Director for NExT, a Schlumberger Company, catering to training and competency development of petrotechnical professionals in the oil and gas industry.

Ivan has 20 years of executive and technical experience in oil and gas and has been involved in Mexico since 2007. Prior to becoming Sierra Oil and Gas CEO, Ivan was upstream strategy advisor to selected global oil and gas companies and co-headed the global team-emerging markets practice for EY.  Ivan’s previous leadership, new venture growth, commercial and technical positions include: Upstream M&A advisor at Petra, President of Energy Intelligence, Vice President of Strategy and Business Development at Statoil, Technical Director of Pan Andean Resources (sold to Petrominerales), Officer at the Organization of the Petroleum Exporting Countries (OPEC), Investment Banker at Merrill Lynch and Exploration/Operations Geologist at BP.  He is an active member of the Oxford Institute for Energy Studies, Energy Policy Research (EPRINC) in DC, UNECE Expert Group on Resource Classification at the UN in Geneva, and is co-founder, Board Member, and guest lecturer at the Executive Energy MBA program at Vienna’s Wirtschaftsuniversität (WU) in Austria. Ivan holds a BSc in Geology from Baylor University, an MSc and MBA from Edinburgh University and attended the Berkeley Executive Leadership Program in Stanford.

Mr. Beltran was appointed Deputy Secretary for Planning and Energy Transition in 2012 by the President of Mexico. Deputy Secretary Beltran holds a Masters in Public Administration in International Development from Harvard Kennedy School and a Bachelor of Science in Economics by the Instituto Tecnológico Autónomo de México (ITAM), and studied Law at the Facultyof Law of the Universidad Nacional Autónoma de México (UNAM). In 2005, Deputy Secretary Beltran joined the Secretariat of Energy (SENER) as Director of International Negotiations. In 2010, he was appointed Director-General for Information and Energy Studies at SENER, where he participated in the National System of Science and Technology and collaborated in the information system of technology and scientific research of the National Council of Science and Technology (CONACYT), as well as in the development of the Special Program of Science and Technology.

Most recently, Mr. Beltran was invited by the World Economic Forum to participate in the Summit on the Global Agenda as Member of the Global Agenda Council on the Future of Electricity 2014-2016. Additionally, Deputy Secretary Beltran collaborated in the International Affairs coordination division with the campaign and governmental transition team of President Enrique Peña Nieto.
