Carlos had originally the apponintment of Tabasco´s current administration, to design and plan for the then recently created Energy Department, within the Energy, Natural Resources and Environment Protection Ministry. He serves as the Energy Department’s Director General, providing oversight and direction to the sustainable development of the State´s energy sector. Including Energy Efficiency and Renewable Energy Projects, Energy R&D, and Energy Education promotion and facilitation.

He works closely with other government agencies, such as the Education and Economic Development Ministries. to develop long term strategies that allow the state´s energy education sector to be aligned with the energy sector´s current and future needs.

He earned a Master of Science degree in Renewable Energy from the Centre for Renewable Energy Systems Technology (CREST) in Loughborough University. He has a BS degree in Industrial Engineering.

He formerly served as an energy consultant for private and public sectors.
